Aquino, House allies kill bills to postpone barangay, SK polls

Allies of President Benigno Aquino III in the House virtually killed the proposals on Wednesday’s hearing of the committee on suffrage and electoral reforms when they voted, 22-15, on a motion to “lay on the table” the 29 bills and resolutions, which in effect would indefinitely suspend deliberations on the measures.
The move came a day after House and Senate leaders met with Aquino to discuss proposed measures to put off the barangay and SK polls.
Minority leader and Albay Representative Edcel Lagman questioned why the minority bloc was left out of the meeting that supposedly tackled legislative matters.
Lagman said that the majority bloc appears bent on “killing the bills” because the President wants the elections to push through
“Treason has been committed against this House because we have not only temporized but we have desisted from performing our function of enacting laws . . . just because the President said that he does not want these bills to be tackled and the elections postponed. These bills are virtually barren and there is no resurrection for these bills,” Lagman said in an interview after the hearing.
Cagayan de Oro Representative Rufus Rodriguez said the public has been taken for a ride when they were made to believe that Congress is supportive of the postponement.
On Monday’s hearing, Rodriguez had a pending motion for the committee to vote on a consolidated bill postponing the barangay and SK elections. He raised objections when on Wednesday’s hearing, the motion of Valenzuela Representative Magtanggol Gunigundo to lay the bills on the table was voted on first.
Cavite Representative Jesus Crispin Remulla also objected to the motion, saying it was the duty of the committee to tackle bills and not to archive them.
Cavite Representative Elpidio Barzaga Jr., the chairman of the committee, denied they followed the orders of the President.
“It’s not that. What we are saying is all our efforts will be useless if the House, the Senate and the President do not agree on something,” he told reporters.
Deputy majority leader and Iloilo Representative Janet Garin said it was not realistic to pass a law postponing the polls.
“First, we don’t have the luxury of time, second, the House and the Senate have yet to agree on the date of the next elections – is it 2011, 2012, 2013?” she said.
“At the end of the day, it is like making the people expect that the elections will be postponed when in fact it will push through?” Garin added.

luckily im not that unlucky yesterday… wala naman akong ginawa the whole day kundi libutin ang mga co-members ng aming org at padalhan sila ng invitation letters, tumambay sa sangguniang bayan at nagpalipas oras sa cubicle ng sk dun…
masasabi ko pang unlucky ako last thursday, advance ng 1 day, yes!
first, babalik pa kami uli ng dfa dahil kulang ‘daw’ kami ng supporting document for our passport application
secondly, naparenew ko ang bago kong NBI clearance for Local, na supposed to be papagawa nalang ako dapat ng separate clearance for travel, sayang ang pera, badtrip…
thirdly and lastly, tumambay ako sa isang sikat na mall sa recto and waiting for my friends there ng may lumalapit saking mga kahina hinalang mga lalaki, damn!
so masasabi ko na walang badluck tuwing friday the 13th, a day before ang badluck sakin…

Enrile pabor ding ipagpaliban ang barangay, SK elections
Tulad ni Speaker Feliciano Belmonte, payag si Enrile na iurong ng isang taon ang halalanupang magamit sa ibang makabuluhang bagay ang inilaang pondo sa barangay at SK elections na mahigit P3 bilyon.
“Ang problema natin, we have too many elections. So, I think we have to study the possibility of postponing it, maybe up to December next year. Kung ako lang ha, pero I will defer to the wishes of the political groups," ayon sa lider ng Senado.
Sinabi naman ni Sen. Ferdinand “Bongbong" Marcos Jr., chairman ng Senate committee on local government, na bibigyan niya ng prayoridad sa komite ang pagdinig sa panukalang batas na hanapan ng ibang petya ang barangay at SK elections.
“Mayroong nagkakaisang kagustuhan ang halos lahat ng opisyal ng pamahalaang lokal mula sa mga gobernador, alkalde ng lungsod at munisipalidad na ipagpaliban ang halalan sa barangay," ayon sa senador.
Sinabi ni Marcos na nagbigay na ng pahayag ang iba’t ibang samahan sa lokal na pamahalaan tungkol sa pagpapaliban ng halalan. Kabilang umano sa nagpadala ng kanilang posisyon ay ang Governor’s League of the Philippines, League of Cities of the Philippines, at League of Municipalities of the Philippines at Union of Local Authorities of the Philippines.
Sa kabila nito, wala pang opisyal na posisyon ang Malacanang at Department of Local and Interior Government kung susuportahan ang pagpapaliban ng halalan.
“Posisyon ng halos lahat ng local official na ipagpaliban ang eleksiyon. Pero hindi kasama dito ang SK, kaya kakailangan natin ng batas upang maipagpaliban ito na siyang unang gagawin ng ating komite," paliwanag ni Marcos.
Idinagdag ni Marcos na ang pinakamatibay na katwiran para ipagpaliban ang barangay at Sk elections ay ang malaking pondo na matitipid ng pamahalaan para magamit sa mga programang makatutulong sa mga tao.
Nauna nang nagpahayag ng pagpabor si Sen. Juan Miguel Zubiri na ipagpaliban ang halalan, pero mahigpit naman itong tinutulan ng beteranong si Sen. Joker Arroyo.
Iginiit ni Arroyo na dapat matuloy ang halalan dahil bukod sa ito ang nakatakda sa batas, mayroong ng pondong nakalaan na para sa naturang aktibidad.
Sinabi naman si Sen. Francis Escudero na susuportahan niya na ipagpaliban ng isang taon ang halalan kung ito ang lilitaw na kagustuhan ng mas nakararami.
Gayunman, tutol siya na isabay ang barangay at SK election sa midterm elections na gagawin sa 2013 dahil magdudulot ito ng kaguluhan sa lokal na halalan.

Aquino wants barangay, SK polls in October, but....
"The preference of the President is for the barangay elections to go through in October. The reason behind this is we'd like to synchronize the elections in 2013," presidential spokesman Edwin Lacierda told Palace reporters.
However, Aquino wants the SK — which is composed of one chairman and seven councilors — to be restructured to have just one representative, Lacierda said, adding that Interior Secretary Jesse Robredo has drafted a bill calling for such setup.
Likewise, Robredo's bill pushes for barangay and SK officials' three-year terms to be cut short by five months so the elections of these officials will be synchronized with the mid-term national and local elections in May 2013.
The bill will be filed by Aquino's allies in Congress and will be prioritized to ensure that it will be passed before the barangay and SK elections on October 25, Lacierda said.
"The whole idea here is to save costs," said Lacierda, adding that the government can save at least P800 million if the 2013 barangay elections were held simultaneously with the election of senators and local officials in May 2013.
Unnecessary expenses?
Malacañang issued the statement after Vice President Jejomar Binay said barangay and SK elections should be abolished because they add unnecessary expenses for the government.
Proposals to postpone the polls are currently pending in Congress. At the Senate, Senator Juan Miguel Zubiri filed Senate Bill No. 60 which seeks to move the October 2010 elections to October 2012.
In the House of Representatives, House Minority Leader and Albay Rep. Edcel Lagman filed a bill that would move the said elections to 2012, saying the postponement will save a lot of money that can be spent on priority government projects.
But the Commission on Elections is urging Congress not to pass proposals to abolish the said elections, taking into consideration the high turnout during the first day of registration for the barangay and SK.
"We urge members of Congress to visit Comelec registration centers in their respective districts so that they can have a feel of what their constituents really want regarding the upcoming polls," said Comelec spokesman James Jimenez.
The registration period for the barangay polls began on August 4 and will end on August 13. The list-up for the SK elections, meanwhile, began on August 6 and will last until August 15. — RSJ/KBK, GMANews.TV

at ito yun eh, kanina nanonood ako ng balita, at nakapanayam nila ang isang commissioner ng isang commission na involve sa toll fee hike, ito ang kanyang sinabi na wala naman daw silang inuutos na magkaroon ng fare hike, dahil toll fee lang naman ang bnbgyan nila ng pansin…

House to prioritize bills on postponement of barangay elections
MANILA (PNA) — The House of Representatives is set to tackle the proposed postponement of barangay elections.
Speaker Feliciano "Sonny" Belmonte Jr. said he has instructed to prioritize all bills proposing for the postponement of barangay elections and extension of term of barangay officials of the country.
House Minority Leader and Albay Rep. Edcel Lagman earlier said that the minority has decided to endorse his bill, which seeks to move the date of the barangay elections from October 25 this year to October 2012 in order to prevent exacerbating disunity and to save on funds.
Lagman said the postponement was necessary "to prevent shortly after the national elections further countrywide divisiveness traditionally generated by barangay elections."
A rescheduling would also allow the administration of President Benigno Simeon "Noynoy" Aquino III to use the P3 billion allocated for the barangay elections for more pressing projects, such as those related to social services and infrastructure development, he said.
Lagman also said that all bills seeking to postpone the barangay elections that have been filed in the 15th Congress should be consolidated for the guidance of the Commission on Elections (Comelec) and prospective candidates.
He also said the funds saved from deferring the barangay polls for two years could be used for programs to address the rebellion and poverty problems in Mindanao.
The Albay solon said the move to defer the polls this year was consistent with previous postponements of barangay elections done to minimize local rivalries and conflicts.
He also said that the consensus in previous Congresses, as gleaned from the numerous bills filed, revealed that barangay officials should have a term of five years.
This means that postponing the polls to 2012 would allow barangay officials to enjoy a five-year term.
Lagman said a longer term would also allow barangay officials to have more training in local governance, noting that the officials often become city and municipal executives.
